David Bowers notes the population data for this issue is inflated by resubmissions and crossovers and Mint State examples are much more elusive than those figures indicate.

The 1942 Walking Liberty half dollar, struck during the midst of World War II to the extent of more than 47 million pieces, is a common coin which can be found in circulated condition in bags of 90% silver to this day. That said, this issue is far from common in this exceptional state of preservation. The NGC population is just 13 with none graded higher. This one is delicately toned and pristine in its appearance.

The years from 1879 through 1890 saw skimpy half dollar mintages at the Philadelphia Mint (and no half dollar mintages elsewhere) as the nation’s coin factories concentrated on increasing the glut of unpopular, largely unused Morgan dollars mandated by cronyism and politics (pardon the redundancy) in the form of the Bland-Allison Act of 1878. The Philadelphia Mint struck 8,400 business strikes and 1,355 proofs in 1880 . This example displays color-free surfaces and is tied with five others for the highest graded at NGC.

While not quite as rare in high grades as its Denver Mint counterpart, the 1919-S remains a popular and challenging issue in Uncirculated condition. That is especially true at the MS64 grade level, where the issue becomes genuinely scarce. This particular example is bright and color-free, with strong eye-appeal. Judd-993, Pollock-1123, High R.7. The obverse and reverse dies are both the designs for regular-issue half dollars of 1870. Struck in copper with a reeded edge. Although these could be considered die trials for a regular issue, there is little doubt that, given the plethora of different die designs and combinations, plain and reeded edges, strikes in copper, aluminum, and silver — a cornucopia of variations — that these patterns were offered in sets to collectors or their providers. This is the sole highest graded PCGS example.

After several years of low mintages and intermittent production, Walking Liberty half dollar production increased dramatically in 1934, and production remained stable until the series ended in 1947. Production at the three mints averaged 2.8 million coins per issue from 1916 to 1933, and 10.6 million from 1934 to 1947. That is one of the reasons that some collectors only seek the latter issues, the so-called “short set” of Walking Liberty half dollars. This one is somewhat lighter in brighter in hand, as compared to our images. The NGC population is just 9 (two of which are NGC Star-designated examples) with none higher.

Reportedly, a total of 50 “presentation” strikes (now called Specimen strikes by both PCGS and NGC) were produced for distribution to members of the Coinage Committee, the Westchester County Coin Club, and local dignitaries. Struck on proof planchets with polished dies, the pieces resemble true proofs — usually with flashy, brilliant surfaces and mirror-like fields. Commemorating the 250th anniversary of the French Huguenots settlement at New Rochelle, New York, these “Specimen” coins are rare and popular among classic commemorative collectors. The PCGS population is only 11 with 5 higher, the highest grade being a lone MS68 example.
